Can I mention/use another member's persona?

Only with their permission. You can mention a public event, such as your persona witnessing a mating flight or watching promotions in the dining hall. But having your persona interact with another member's persona without their permission isn't allowed. If you aren't sure, ask. Always better to be safe than sorry.
